I think not… the Flash software itself is buggy and unpredictable therefore making it a bad choice for Apple to use on the iPad because it will just become laggy. The Safari App (or any other app which will use flash) will most likely crash a lot if Flash was introduced into the mix.
Even though Flash can be good for certain things, it WILL greatly slow down most features of the iPad/iPhone/iPod Touch.
